Zur Nutzensabschätzung der Anwendung von Pflanzenschutzmitteln
Vor der Zulassung eines Pflanzenschutzmittels durch die Biologische Bundesanstalt für Land- und Forstwirtschaft wird unter anderem geprüft, ob das Pflanzenschutzmittel schädliche Auswirkungen auf die Gesundheit von Mensch und Tier und auf das Grundwasser sowie keine sonstigen Auswirkungen, insbesondere auf den Naturhaushalt, hat, die nach dem Stand der wissenschaftlichen Erkenntnisse nicht vertretbar sind. Gibt es derartige "sonstige Auswirkungen", könnte im Einzelfall eine Nutzen-Risiko-Abwägung erforderlich sein. Für die Nutzensseite dieser Abwägung wurde ein Kriterienkatalog aufgestellt.
Before an authorization of a plant protection product is decided by the Federal Biological Research Centre for Agriculture and Forestry, it is to examine, among other things, whether or not the plant protection product has any harmful effects on human and animal health or on ground water and whether or not it has any other effects, particularly with regard to the natural balance, which are not justifiable in the light of the present state of scientific knowledge. If there are such "any other effects", the justifiability is to examine in the frame of authorization by calTying out a benefit-risk-balance. For the benefit-side of this balance a catalogue of criteria was developed.
