Background: Since 1990, more than 60 chemical accidents with more than 2,000 victims have been recorded based on the cases of poisoninings reported by physicians in Germany. Experience from and analysis of these accidents has shown that in addition to a systematic documentation and analysis, the activities in major industrial accidents involving chemicals should be coordinated and structured from the very beginning
