Comparative analysis of programs in federal states implementating this regulation lead to the conclusion, that institutional interaction has undoubtedly influenced policy-outcomes. Rising financial contributions by the EU, which are supplemented by the German government as part of the "joint action for improvement of Agrarian Structures and for Coast Preservation" (in German: GAK), induced some of the financially weak "old" federal states (formerly part of Western Germany) to reduce their resource inputs, whereas, in the new federal states, a considerable increase in measures promoting environmentally sustainable agricultural production was observed.
