Ergebnisse der Meldungen für Pflanzenschutzmittel und Wirkstoffe nach § 19 des Pflanzenschutzgesetzes für die Jahre 1999, 2000 und 2001 im Vergleich zu 1998
Die Ergebnisse der Wirkstoffmeldungen der Jahre 1999, 2000 und 200 I für den Inlandabsatz und Export werden denen des Jahres 1998 und teilweise auch den VOljahren gegenübergestellt. Die Entwicklung der Wirkstoffabgabe zeigt. auch im Vergleich zur langfristigen Entwicklung seit 1991, dass der bemerkenswerte Anstieg des Inlandabsatzes von Wirkstoffen im Jahr 1998 offenbar keine Trendwende eingeleitet hat. Die Wirkstoffabgabe im Inland ist im Zeitraum von 1995 bis 2001 mit durchschnittlich 1,6 % pro Jahr rückläufig. Mit 38884 t Wirkstoffe (entsprechen 89663 t formulierte Mittel) wurde 1998 in Deutschland der höchste Absatz von Ptlanzenschutzmitteln im Vergleich zum Jahr 1995 mit dem niedrigsten Absatz erreicht. Bis zum Jahr 200 I ging der Absatz um 13,5 % auf 33 663 t Wirkstoffe zurück (entsprechen 85421 t Ptlanzenschutzmittel). Das ausschli eßlich im Vorratsschutz eingesetzte Inerte Gas Kohlendioxid (C02), das nur in Deutschland meldeptlichtig ist, ist darin enthalten. Die CO2-Menge nahm in dieser Zeit von 5239 tauf 5777 t oder um 10,3 % zu . Ohne das Inerte Gas reduzierte sich die Abgabe von Wirkstoffen um 5758 t (=-27,1 %) von 1998 bis 2001. Insgesamt 80 % des Rückgangs sind Herbi ziden (2327 t) und Fungiziden (2284 t), 14 % Wachstumsreglern (798 t), 5 % Insektiziden (295 t) und I % Sonstigen Mitteln (54 t) zuzuordnen. Während ri sikobehaftete Wirkstoffe weiter zurückgegangen oder ganz vom Markt verschwunden sind, hat der Anteil von innovativen Verbindungen zugenommen, die den aktuellen Ansprüchen an Toxikologie, Ökotoxikologie und Wirksamkeit besser entsprechen. Bezogen auf die Landwirtschaftliche Nutzfläche, gingen die ausgelieferten Mengen im gesamten deutschen Raum von 3,65 kg/ha 1987 auf 1,64 kg/ha 200 I zurück. Mit dieser Reduzierung um 55 % im Zeitraum von 15 Jahren liegt Deutschland an der Spitze aller EU-Länder bei der Mengenreduzierung und im unteren Drittel des auf die Fläche bezogenen Einsatzes von Wirkstoffen. Der Export von Wirkstoffen in Pflanzenschutzmitte ln verlief in den Jahren 1999 (6835 1 t) und 2000 (56102 t) gegenüber 1998 (762 13 t) stark rückläufig, erhöhte sich jedoch 200 I (73958 t) wieder bedeutend und erre ichte 97 % des Exportniveaus von vor vier Jahren.
The results of the active substances reports in the years 1999, 2000 and 200 I for the inland sales and export are compared with those of the year 1998 and partial also with those of the previous years. The development of active substances giving points, also in comparison with the long-term development since 1991, that the remarkable increase of the inland sales of active substances hasn't apparently started any trend reversal in the year 1998. Active agent giving in the inland is declining with on an average 1.6 % per annum in the period from 1995 to 200 I . With 38884 t of active agents (correspond 89663 t of formulated me ans) the highest sales of plant protective substances was 1998 achieved in Germany in comparison with the year 1995 with the lowest sales. Up to the year 2001 the sales declined by 13.5 % to 33663 t of active agents (correspond 85421 t of plant protective products). The Inerte gas carbon dioxide (C02) , exclusively put the stock protection, which is notifiable only in Germany, is contained in this crowd. This CO2-crowd increased of 5239 t on 5777 t or by 10.3 % in this time. Without the Inerte gas reduced himself giving of active substances by 5758 t (= - 27.1 %) of 1998 to 200 I.
